when left hand wire is brought in contact with positively charged rod then charge is transferred from rod to wire by induction and wire is positively charged and positive charge kept in between feels electric force due to electric field generated by wire which pushes the charge article towards right wire

when two negatively charged rods with equal charge are touched to two wires then wires get negatively charged by induction and positive charge experience electric force that is equal and opposite to each other so net force on charge is zero and it stays in equilibrium at center.
