Please discuss the significance of the free-rider problem as it relates to the concept of herd immunity. Is it possible to balance the rights of conscientious objectors to vaccination and immunization with a duty to protect public health and safety?

Answer: The herd immunity means that there is no need of vaccination for everyone to prevent the disease. In the case where there is enough proportion of people who are immune then most of the people won't get infected. The significance of the free rider problem relates to the concept of herd immunity as the behavior of free riding that has been observed without any parameter conditions regarding the influenza and vaccine. This means that the ability of a person to get benefits from decision of vaccination from others and being remained unvaccinated. It could be better that it balances the rights of conscientious objectors to vaccination and immunization with as duty to protect public health and safety.

As those who don't want to get vaccinated can benefits from others.
