Both water, and ammonia, which feature as the heteroatom a STRONGLY electronegative element, engage in intermolecular hydrogen bonding, and this is largely responsible for the absurdly high boiling points of both water and ammonia.

And of course ammonia and water can hydrogen bond with each other, and this is responsible for the high solubility of ammonia in water.....a saturated solution of ammonia, has a concentration of approx. #18*mol*L^-1# with respect to #NH_3#....
