The document was acquired by the Congress in 1787, on July 13th. The authors of the ordinance, most probably, were Nathan Dane and Rufus King, and the document was read by Thomas Jefferson.The purpose of this document was to outline the guidance for the Government for accepting new states into the Union. The document also assured the equality to the newly added states same as other states receive in the Union. This document also served as a protection for the liberties and against slavery.
