It appoints a City Manager who will be responsible for implementing municipal policies as well as come up with a budget for the smooth operation of the economy. The city manager come third under Mayor (on top) and Council member (in the middle).In some cases, the City manager is also imbued with the duty of overseeing other government bodies.
